Arimura Hiroshi, 9-dan
Arimura Hiroshi was the classmate of Yoda Norimoto, 9-dan. At the age of 18-20 they played on about the same level.
Ando Takeo, 6-dan taught them.
Yoda won many Go titles later, including international world cups, but Arimura only won few Kisei divisions in early 90's - 2d and 3d groups. He beat few famous 9-dans in early 90's, O Rissei, for example. But if we check his current score ...
There are 11 games of Arimura, 9-dan on GoKifu:

He lost them all!

I am not sure, what happened with his Go, but ... as you can see from his style - Arimura likes to play for influence.
It's a hard to win games, playing this way. Of course, if you are not Takemiya, 9-dan
